A. BACKGROUND AND OBJECTIVE
The Federal Government of Nigeria (FGN) has received a loan from the Islamic Development Bank (ISDB) towards the cost for the Abakaliki Ring Road Project and it intends to apply part of the proceeds for the Engagement of a Technical and Financial Audit firm for the Abakaliki Ring Road Project.

The overall objective of the audit is to allow the auditor to express an independent and professional opinion on the technical and financial position of the project (and, as applicable, the Executing Agency) to ensure that the funds provided have been used solely for their intended purposes; to express an independent and professional opinion on the adequacy of project internal controls, and to provide opinion on the compliance with the covenants of the financing agreement(s) and the applicable laws and regulations. Where present, the auditor should indicate the extent of any non-compliance to each financial and technical covenant.

The Ebonyi State Ministry of Works & Transport now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services Interested Consultants should provide information demonstrating that they are fully qualified to perform the services (brochures, description of similar assignment, experience in similar conditions, availability of appropriate skills among staff, etc ). The shortlisting criteria are: Please note that Key Experts will not be evaluated at the shortlisting stage
a. The audit firm should be registered and have a license from a national or regional professional accountancy body.
b. The firm should have relevant experience in accounting and auditing of projects funded by international financial institutions or/land multilateral development banks.
c. The key audit team shall comprise at minimum:
i. An Audit Manager with at least 20 years of experience in auditing and has sound knowledge of IFI/MDBs financing procedures. He/she should be a member of a recognized accountancy professional body:
ii. A Team Leader with a minimum of 15 years of experience in auditing He/she should be a member of a recognized accountancy professional body, and
iii. An Assistant Auditor with adequate experience and professional qualifications
iv. Technical auditor with civil Engineering degree from a reputable University and a related professional certification, Certification as a CIA, CPA, or CISA and Full-time experience in construction projects with exposure to quality control and ISO audits for a minimum of 10 years.
